Law Enforcement Information Sharing
CSM has been on the cutting edge of multi-jurisdictional law enforcement
information sharing programs and policies since 1998. Under CSM’s direction,
nearly all of the technology and policy hurdles of
information sharing have been overcome. The result has been to
dramatically change and improve the law enforcement information sharing
environment in several major metropolitan areas.
CSM’s approach to information sharing, which
drove programs like the
FBI Gateway Information Sharing Initiative and NCIS’s
Law Enforcement
Information Exchange (LInX), puts technology in its proper place as an enabler
instead of a solution. CSM's approach focuses on ensuring the requirements of the
operational user are met rather than creating a technology-driven system that can not fulfill the needs of its users.
With our personnel who have extensive law
enforcement backgrounds and technical experience, CSM acts as the
bridge between operational users and the technologists to
ensure that the needs articulated by the operational users are effectively
fulfilled by the
technologists. CSM sees that technology does not become the
proverbial tail wagging the dog.
In addition to this pivotal role, CSM services
for law enforcement technology include:

providing
full technological “turn key” solutions through our corporate
partnerships;

assisting in the development of statements of
work for solicitations;

assembling grant packages for the funding and
development of new information sharing programs; and

working with communities of agencies for larger projects.
As part of CSM's technical development assistance, the
administrative development of non–technical applications and supporting administrative
frameworks for successful information sharing programs can also be provided.
CSM developed the full governance and management support program for the NCIS
LInX Program. CSM subject matter experts can work with law enforcement
communities to develop applications and solutions that meet the needs of the
operational users and obtain positive tangible results for the community’s
investment.
