Debra Winslow
Debra (Debbie) Winslow joined CSM in September 2007,
after 30 years of diverse investigative, analytical and program
management experience in the counterintelligence, counterterrorism and
law enforcement communities. Ms. Winslow served nine years as a police
officer with the Ogden Police Department, Ogden, Utah before joining the
Naval Criminal Investigative Service (NCIS) as a federal Special Agent,
in 1986.
In 1999, Ms. Winslow was selected by the Director,
NCIS, to serve as a member of a newly established in-house “think tank”
to examine agency strategy and policy and recommend new strategic
initiatives and pilot projects for the Agency. Prior to this
assignment, Ms. Winslow served as the Staff Counterintelligence Officer
for the naval component command in Bahrain, operating as a primary
coordination official for all force protection, counterterrorism and
counterintelligence related information among numerous US government
agencies and military commands during the US government response to the Khobar Tower bombings; the bombings of the US Embassies in Kenya and
Tanzania and the follow-on US government strikes in Sudan and
Afghanistan.
In December 2006, Ms. Winslow retired from NCIS as
Assistant Special Agent in Charge, Washington DC Field Office, having
had responsibility for the Field Office Force Protection,
Counter-terrorism and Economic Crimes programs.
