Jonathan Binnie
Jonathan
(Jock) Binnie spent 22 years as an FBI Special Agent assigned
exclusively to counterintelligence and counterterrorism matters until
retiring in June 2004. During his FBI career he served in Chicago, San
Diego, and Miami with two tours at FBIHQ in Washington, D.C. Mr. Binnie
was in management for all but five of his 22 years of service. Most
recently, he was Chief of National Security Training where he rebuilt
and greatly expanded the program including initiating an innovative
computer based distance learning. He completed his career as a Special
Assistant to the Assistant Director, Counterintelligence Division where
he was named the FBI’s first Chief Counterintelligence Strategist.
In this last assignment, he was a member of the team which drafted the
FBI’s National Strategy for Counterintelligence, and then he was placed
in charge of implementing the strategy in all 56 FBI Field Offices.
During Mr. Binnie’s FBI career, he was heavily involved in joint
operations with other U.S. Intelligence Community agencies and has
lectured or briefed at most as well as at several colleges and
universities. Additionally, he has conducted a variety of joint
activities with friendly foreign services. The Deputy Director of the
FBI and the Deputy Director of Central Intelligence conferred the
Rubicon Award upon Mr. Binnie for his work in bringing the two agencies
closer together.
Mr. Binnie has a B.A. degree in History from North Park College,
Chicago, Illinois and received a J.D. from Northern Illinois University
College of Law. He is a member of the Illinois Bar and has been
published. Prior to his FBI career, he practiced law in the Chicago area
and also spent 10 years in the publishing industry.
