Dr. Thomas McWeeney
Dr. Thomas McWeeney is the Executive
Director and Owner of the Center for Strategic Management (CSM), a small
business consulting firm that assists public sector organizations by
providing advice, a wide array of consulting services, and training to
executives seeking to establish clear strategic direction and
organizational transformation.
Consulting Services
Since 1995, Dr. McWeeney has served as
the principle consultant to key executives in federal law enforcement
agencies. In these efforts, he has led comprehensive projects designed
to provide new direction, structured implementation, and organizational
transformation to agencies facing challenges from changing external
threats and diminishing internal capacity. During this time, CSM has
provided strategic management consulting services to more than 40
federal agencies; however, during the past six years, Dr. McWeeney has
focused his personal attention on directing major projects affecting the
strategic direction, the operational performance, and management
infrastructure on behalf of:
The Deputy Director, Executive
Assistant Director for Counterterrorism and Counterintelligence, and the
Assistant Director for Counterintelligence of the Federal Bureau of
Investigation (FBI);
Of particular note has been the
intensive application of CSM methods to the national security efforts of
the FBI, the NCIX, and the NCIS. Dr. McWeeney has worked in close
collaboration with the executives of these organizations to produce
candid assessments of their strategic situation and their capabilities,
a strong, compelling strategic direction, a structured implementation
plan, and has personally overseen the development of pilot programs and
other implementation initiatives. Among the accomplishments associated
with these activities are the following:

Designed, developed, and led the
first integrated law enforcement information sharing initiative that
integrates investigative records from federal, state, and local law
enforcement agencies (Client: FBI, NCIS, OCDETF, U.S. Attorney).
Dr. McWeeney’s work, particularly with
the FBI and NCIS, has resulted in acquiring substantial practical
expertise in planning and developing proactive law enforcement,
intelligence, and security programs and efforts related to Homeland
Security. He has personally directed the development of strategic
assessments for each of his clients and has confronted most of the
issues that have been identified as constraints on performance for these
agencies. During this period, CSM has had the good fortune to acquire a
highly experienced staff and an extended network of contract
professionals – each of unquestioned expertise --that has been able to
provide practical approaches that are highly valued by clients.
In each of these efforts, Dr. McWeeney
and the CSM team have sought to differentiate CSM’s efforts from the
traditional consulting approaches by linking the objectives of the
consulting project to the organizational objectives. Success for CSM is
not found in the document, or even the completed project, but rather in
the organizational transformation and the operational results it
generates.
Training
In 1994, Dr. McWeeney was named Program
Director of Central Michigan University’s Center for Performance
Management. Over the next 5 years, he conducted over 125
performance-related training seminars, attended by more than 4,500
federal employees from over 75 different agencies. He has also
participated in training activities for the U.S. House of
Representatives, the Capitol Police, and dozens of federal agencies and
private organizations that have requested on-site training. Dr.
McWeeney has served as an affiliate of the GPRA Consortium of the
National Academy of Public Administration, has served on the
Editorial Board of The Public Manager. He has worked closely
with high-ranking officials from OMB, GAO, Congressional Oversight
Committees, NAPA, and others in the public administration community of
Washington, D.C. to ensure the maximum relevance and credibility of
CSM’s work product. Dr. McWeeney has sought to keep CSM current on all
new directives and mandates addressing program management initiatives in
federal programs such as the Presidential Management Agenda.
Dr. McWeeney has served for 15 years as
an Associate Graduate Faculty member with Central Michigan University,
teaching graduate courses in Public Policy, Strategic Planning, Program
Evaluation, Budget and Finance, Intergovernmental and International
Relations, and Social Science Research Methods.

Dr. McWeeney received his Ph.D. with
distinction from Georgetown University in 1982. He is a political
scientist, strategic planner and management consultant with more than 35
years of experience in designing and facilitating the implementation of
strategic planning and strategic management systems for the Federal
Government. Dr. McWeeney was employed for nearly 20 years by the Drug
Enforcement Administration (DEA) of the U.S. Department of Justice.
During this time he served as Budget Officer, Assistant Controller, and
Manager of DEA’s strategic planning, evaluation, and management analysis
programs. In these positions he designed and facilitated the
implementation of many innovative programs for the agency. He has
authored and coauthored articles for Performance Management and Health
Care Reform publications. |
