Tim Caruso
James T.
Caruso is a counterintelligence and counterterrorism consultant with
over two decades of executive and managerial experience. During his 24
years with the FBI, Mr. Caruso was privileged to serve in a myriad of
significant assignments.
As a section chief at FBI Headquarters, Mr. Caruso managed the FBI
program targeting the intelligence services of the former Soviet Union;
authored a five-year national program strategy that greatly expanded the
program vision; called for new partnerships with the public and private
sectors; and became a model for other FBI programs. He was later
appointed Special Agent in Charge of the Washington, D.C., Field Office,
where he directed the counterintelligence, counterespionage, and
counterterrorism programs.
Mr. Caruso next served as Deputy Assistant Director at FBI Headquarters,
managing the international and domestic counterterrorism programs. At
this time, he worked with the FBI Director and a leadership council to
formulate and execute the bureau’s worldwide investigation of the 9-11
terrorist attacks on the United States. Mr. Caruso finished his FBI
career as the bureau’s first Deputy Executive Assistant Director for
Counterintelligence and Counterterrorism. As Deputy, he assisted the FBI
Director in redefining the counterterrorism program for the post-9/11
environment, working to streamline and maximize the FBI’s capacity to
prevent attacks on U.S. interests both at home and abroad.
After leaving the FBI, Mr. Caruso worked with the U.S. House of
Representatives Appropriations Committee to assess information sharing
between the U.S. Intelligence Community and border security agencies in
the post-9/11 environment.
After joining CSM in the spring of 2004, Mr. Caruso led the team that
helped implement the FBI’s National Program for Counterintelligence for
the 21st Century and recommend model programs in FBI field offices
across the country.
