Announcing the creation of the Center for Strategic Management - Public Leadership Institute
The CSM Exective Director is establishing the CSM-Public Leadership Institutie (CSM-PLI or the Institute) to assert a new approach to leadership that revolves around performance ethics. The Institute will provide training, education, research, and consulting services to change the dialogue associated with contemporary leadership, while influencing the next generation of leaders to become more cognizant of the principles of performance ethics in the managing of their organizations.

A Message from our Executive
Director:
Welcome to CSM’s revised Web Page.
After 15 successful years of providing personalized consulting and
training services to our U.S. Government clients, the forces of
change and the march of technology are pushing me to expand our
approach and broaden our horizon – and our revised Web Page is
intended to reflect our new approach. While we will continue to
maintain our commitment to the high quality, transformational
products and services, CSM will be initiating activities that are
intended to broaden the services we provide our clients and the
dialogue with our customers, and will be inviting interaction with
the general public on important matters related to the performance
of government agencies.
CSM is not a technology company;
however, it has become clear that all of our work will be greatly
enhanced, and will provide more value to our clients, if it includes a
significant technology dimension. Over the past decade, I’ve seen
“technology” serve as the enabler that has permitted innovative plans
and strategies – which were unthinkable a few short years ago –
become a reality. The dramatic impact that our information sharing
initiative has had on local law enforcement communities amply
justifies this claim. As I look forward, I see similar impact by
leveraging technology in support of our training programs, and our
strategic planning, evaluation, and performance measurement efforts.
This Web Page is intended to inaugurate our internal transformation.
As you will note throughout this Web
Page, we have revised our approach to strategic management. Our
efforts have never been simply about the production of documents –
and we will continue to work with our clients to establish a clear
direction, raise the performance bar, and help them implement
initiatives that otherwise would not have been undertaken.
However, all of CSM’s programs have now been consolidated into a
single new framework – The Results Triad, which combines
leadership, direction, and capacity into a comprehensive performance
improvement framework for executive management.
Reflecting on our 30 years of
experience with over 75 federal agencies, I have come to believe
that achieving outcome-based results is dependent upon three
distinct, knowable, and measurable agency attributes: effective
leadership, clear direction, and sufficient capacity. The
difference between results as rhetoric and results as reality lies
in the extent to which agency managers commit themselves to
establishing a culture of leadership, creating clear and effective
plans and strategies, and demonstrating credibility by placing
priority emphasis in overcoming the specific internal weaknesses
that constrain performance.
CSM’s programs
in support of the Results Triad will consist of new training
programs, assessment methodologies, and consulting services, and we
will make increased use of new technologies to facilitate learning
among a new generation of workers. We will be launching web-based
training programs and software-based planning and evaluation
approaches, and we will increasingly apply the knowledge we’ve
gained from our successful information-sharing projects over the
past decade to provide enhanced analytical ability to our law
enforcement and national security clients. This revised Web Page
reflects my belief that our programs and services, in order to meet
our clients evolving demands, must henceforth be viewed through the
prism of technology.
Finally, I will be using web technology to share our thoughts and
invite interaction on a wide range of issues in which CSM is
involved and in which we have well-developed positions. Today, I am
posting a brief discussion on information sharing (see our Forum),
and will invite e-mail responses as
our initial effort on what we hope will become a widely accessed
forum within a few months. Hopefully, this can become the format by
which we can share many of the experiences, insights, and opinions
gained in 30 years of working with federal agency executives.
